It is neither illegal nor prohibited. In fact, the use of booster pumps is allowed as long its setup follows the proper installation. What is prohibited is the use or operation of booster pumps that draw directly from the water meter.

The Revised Utility Rules and Regulations Governing the Operations of the Metropolitan Naga Water District, as approved and adopted by virtue of Board Resolution No 72, Series of 2022, provides for the prohibitions and sanctions of such violations.

Section 5 and Section 27 of the Revised Utility Rules and Regulations (URR) provide that customers shall unconditionally comply with these rules and that at no instance shall the applicant install a booster pump without a cistern tank at any point or juncture in the entire length of the service connection before and after the water, including the utilization thereof in any in-house piping installation.

Moreover, Section 28 of the Revised URR provides for the sanctions and penalties for the improperly installed booster pump.

1ST OFFENSE – first and final written warning; the customer is given one (1) month from the date of apprehension to affect the necessary installation changes.

2ND OFFENSE – water service connection shall be disconnected and the customer shall be required to settle the following fines prior to applying for reconnection:

a. Residential – ₱ 5,000.00
b. Commercial / Industrial – ₱ 10,000.00
c. Commercial A – ₱ 8,750.00
d. Commercial B – ₱ 7,500.00
e. Commercial C – ₱ 6,250.00

3RD OFFENSE – water service connection shall be disconnected and the Office shall file a case against the customer in the appropriate Court of Law as well as the imposition of the following fines:

a. Residential – ₱ 10,000.00
b. Commercial / Industrial – ₱ 20,000.00
c. Commercial A – ₱ 17,500.00
d. Commercial B – ₱ 15,000.00
e. Commercial C – ₱ 12,500.00
